Summary:
– Provide legal, policy advice and counsel to the City of Bellevue’s Police Department.

– Report to the Police Chief. Develop strong working relationships with department personnel, labor groups, and internal service departments.

– Ensure legal advice and strategies are in accordance with the City Attorney’s policies, standards, and practices.

Essential Duties:

– Review and analyze new court decisions and legislation related to law enforcement and criminal justice.

– Timely prepare policies/policy revisions and training materials for police consistent with legal requirement and police best
practices.

– Respond to inquiries from employees and citizens on police related matters that require the expertise of a legal advisor.

– Conduct research and analysis on a variety of issues at the direction of the Chief and other Police Command staff and
provide recommendations.

– Compose and/or edit reports, proposed legislation, letters and other materials.

– Process public disclosure requests related to citizen/media inquiries regarding internal investigations, high profile
criminal cases, claims or litigation in compliance with City rules for managing public disclosure.

– Assist as requested in conducting legal research and developing strategies in response to claims and lawsuits involving
the Police Department.

– Provide input to/team with other City Departments on Police Department related matters including:

– Police labor relations and contract administration matters.

– Providing advice on internal investigations and disciplinary letters and notices.

– Consulting on public disclosure-related issues.

– Handle weapon release requests.

– Review and prepare U Visa requests with a recommendation to the Chief.

– Meet with the City Attorney to review and discuss legal advice and related strategies.

– Attend weekly City Attorney civil staff meetings.

Education and Experience Requirements:

– Graduation from an accredited law school with a Juris Doctorate degree, admission to the Washington Bar.

– Three or more years of experience in prosecutorial and civil litigation.

– Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and
abilities.

Knowledge, Skills and Abilities Requirements:

– Considerable knowledge of federal and state statutes and regulations relating to: criminal justice and police
administration including relevant court rules, laws relating to search and seizure, evidence, arrests, use of force, civil
rights and relevant municipal and employment/labor laws.

– Considerable knowledge of the Public Records Act (RCW 42.56).

– Considerable knowledge in accessing criminal justice and other databases to conduct research.

– Working knowledge of best practices in municipal law and police/public administration.

– Skilled in analyzing comprehensive legal documents;

– Ability to prepare drafts of interlocal agreements, ordinances and other legal documents in consultation with the City
Attorney.

– Ability to effectively communicate verbally and in written form.

– Ability to establish and maintain collaborative and effective working relationships with employees, regional colleagues
and the general public.
