Airtanker Management Analytics

Come learn about air tanker management analytics from Dave Martell, Professor Emeritus, Forest fire management systems, Institute of Forestry and Conservation, John H. Daniels Faculty of Architecture, Landscape and Design, University of Toronto. Airtankers play an important role in forest and wildland fire management in Canada, but they are both costly and effective. Those responsible for fire management systems must resolve challenging strategic (e.g., how many of what type of air tanker to acquire and where they should be based), tactical (e.g., how they should be deployed each day or shared with other agencies) and operational (e.g., how they should be dispatched and used to support initial and extended attack operations) decision-making problems over planning horizons that extend from minutes to decades, under considerable uncertainty.

Dr. Martell will describe how he and some of his colleagues have exploited analytics to develop decision support systems designed to inform air tanker management. He will also discuss some of his perceived successes and important emerging needs. David Martell is a Professor Emeritus at the University of Toronto where he is co-director, along with Mike Wotton, of the Fire Management Systems Laboratory – the Firelab. He completed his B.A.Sc., M.A.Sc., and Ph.D. in the Department of Industrial Engineering at the University of Toronto where he studied Management Science and Operational Research and their application to forest fire management. He worked for the Ontario Department of Lands and Forests as a summer student in the Fire Control Unit in Toronto for several summers and joined the Faculty of Forestry at the University of Toronto in September of 1974. He was assigned as a research scientist, to one of Ontario’s fire Incident Management Teams for the period 2010 – 2021. He was the 2009 recipient of the Canadian Operational Research Society’s Award of Merit and the 2020 recipient of the International Association of Wildland Fire’s Ember Award.
