PERSONNEL & RESOURCES: 632 personnel, including 11 crews; 37 engines; 3 dozers; 14 water tenders; and 4 helicopters.
SITUATION: Dixie residents can use the Dixie Road to access their property at any time and U.S. Postal Service mail delivery resumed yesterday. Forest Road 421 to Mallard and Whitewater Ranches is now open to residents only. Helicopters will continue using the heliwell at the Dixie airstrip, and a new heliwell will be set up at Mallard Ranch. Hose, pumps, and sprinklers are now removed from Mallard Ranch, Whitewater Ranch and some removal was started at Orogrande. Today engines will patrol and mop-up as needed in these areas. The last area scheduled to have fire resources removed is Dixie.
Today, afternoon winds will increase substantially, temperatures will drop and a hard freeze is likely tonight. The increased wind will better disperse smoke, but could increase fire behavior and cause spotting. The change in weather, along with shorter days, means that the overall fire behavior and spread should be relatively low.
The most active areas of the fire are in the Southeast, where crews continue to build and improve fire lines. The predicted wind today will test the lines and several crews will be in this area of the fire in the event fire behavior increases. The rest of the fire is under mop-up and patrol.

EVACUATIONS: Concord, Dixie, and Comstock remain under a Stage 3 evacuation. Mallard Creek Ranch and Cook Ranch have dropped to Stage 2 evacuation warning and now join Orogrande, Red River, and Red River Hot Springs at Stage 2. Elk City remains under a Stage 1 evacuation alert.

Road Alert
Forest Road 421 is now open to Residents only of the Mallard ,Cook and Whitewater Ranch Areas on the east side of the road. All access to the west side of Forest Road 421 is closed.
